Rod Bartley was airlifted to hospital with serious injuries after being struck by a tractor at the junction of Hawarden Road and Fagl Lane when its driver “turned right across his path”. A video of the scene clearly shows the tractor and its trailer in Fagl Lane, fully in the oncoming lane of Fagl Lane. It is not clear whether Bartley was emerging from Fagl lane or heading north along Hawarden Road, though the phrasing used implies the latter.
Bartley was left permanently tetraplegic.
The tractor driver Ian Francis was found guilty of driving without due care and attention at Flintshire Magistrates Court in July 2016. He was fined £80 plus £85 costs and his licence was endorsed with 6 points.
