Roger Hamer suffered fatal head injuries, described by a consultant as being so severe that “it wouldn’t have made any difference if he was wearing two helmets”, after falling from his bicycle. At an inquest into his death, held in August 2017, investigating officer Pc David Holmes said that he found it “hard to offer any other explanation” than the defective road surface for Hamer’s dismounting.

The pothole which Hamer was believed to have hit was one which had been reported to Bury Council in January 2016, several weeks before the fatal incident in March.

According to Bury Council highway engineer Peter Stokes, monthly inspections had found “no actionable defects”.
